On September 11, 2001, the World Trade Center and Pentagon were attacked and three weeks later, a national crisis was provoked by the intentional release of weaponized anthrax in the U.S. postal system. Dr. Noji was assigned by Secretary of Health & Human Services, Tommy Thompson to the newly established White House Office of Homeland Security located in the Executive Office of the President as an expert in the treatment of biological, chemical, nuclear and blast terrorism.
